On the back of losing their opening Group A game to Italy, Stuart Pearce's side needed a positive result against Norway to stay in the hunt for a semi-final spot.
But another disappointing performance in Israel condemned England to an early exit from the tournament and left Blackpool winger Ince deflated.
"The first half, we dominated play, but we can't afford to give away silly goals like that," Ince told Sky Sports. "You can't go 2-0 down in these games.
"At half-time, we had to revive and had to get going again. We started the second half brightly, but then it was another silly goal to concede and at 3-0 down it's so difficult.
"After the defeat against Italy, we had to come here with a positive energy and I think we did that. We just didn't create enough chances on goal.
"It's a major disappointment. It's really not good enough from an England team."
Ince - Performances unacceptable
England had been impressive in qualifying for the finals, twice beating Norway, and Ince conceded it was unacceptable for the squad to be going home early.
He added: "We were unbeaten in nine, 10 games before this. We'd gone on the road and beaten teams, i.e. Norway, in qualification and this is what we've been preparing for.
"But we haven't turned up for two games. We were disappointing against Italy and we were disappointing again tonight. It's hard to believe we're out but we have to look back at the mistakes we've made.
"We try and impose our style of play, and we worked hard on Norway. The performances weren't good enough, either tonight or against Italy.
"We have to keep our heads up and keep going, but obviously it's not acceptable. We know that in the changing rooms."
